Technology Alert to be launched

It was in the news.monstersandcritics.com that soon there will be a Technology Alert System will be launched to prevent a repeat of the internet chaos which followed the Taiwan earthquake.  I think the problem arise because of the earthquake in Taiwan should not happen again. Technology-alert system to be launched after earthquake chaos

Hong Kong – An alert system designed to prevent a repeat of the internet chaos which followed the Taiwan earthquake on Boxing Day will be introduced next month, Hong Kong’s telecommunications authority said Tuesday.

The system will require operators to report larger disruptions and stoppages to the Office of Telecommunications Authority (OFTA) within a specified time. The authority would be responsible for informing the public.

But what I don’t know is why there is an operator. Isn’t it automatic that when it sense something wrong it will just do something to prevent it.
